The Autonomous Region in Moslem Mindanao (ARMM), a semi-autonomous region established in 1996 as part of a peace deal with armed separatists, held elections for a new governor. The last such election was marred by vote rigging and corruption. This sort of thing has kept other Moslem separatist groups, like the MILF, fighting. But even the MILF has become corrupt, and Islamic radicals are using promises of clean government to attract adherents.
